KAHRMAA announced that HE Saad Sherida Al-Kaabi has issued a series of 2026 decisions to regulate district cooling services in Qatar and improve service efficiency, sustainability, and consumer protection.
The decisions include:
Decision No. 03
Defines district cooling service zones and sets eligibility criteria for buildings and facilities.
Decision No. 04
Regulates licensed providers’ access to public lands and properties for installing, maintaining, or removing district cooling networks.
Decision No. 05
Establishes procedures for requests related to relocating, removing, or modifying parts of district cooling networks.
Decision No. 06
Sets compensation mechanisms for property and landowners affected by district cooling network works.
The new measures aim to create a clearer regulatory framework for Qatar’s district cooling sector while enhancing operational efficiency and protecting stakeholder rights.
