Qatar Sets New Human Rights Benchmark with Law on Persons with Disabilities

The Amir, His Highness Sheikh Tamim bin Hamad Al Thani, established a new standard for human rights in the nation with the issuance of Law No. 22 of 2025 for persons with disabilities.

The new law, which has been put into effect and published in the Official Gazette, is a significant step in guaranteeing the protection, empowerment, and complete inclusion of people with disabilities in all areas of life.

"The law protects the civil and political rights of people with disabilities, such as freedom of movement, freedom of opinion and expression, freedom of family life, and the ability to participate in civil society organizations and elections," Her Grace continued.

All types of aggression, exploitation, and abuse against people with disabilities are prohibited, as is any restriction on their freedom beyond what is necessary for their condition.

According to Qatar's objective of advancing social justice, inclusion, and dignity for everyone, the law also requires the issuance of identification cards and the establishment of a unified national database for people with disabilities in order to facilitate access to services and benefits.
