Ministry of Justice announces major fee reductions, expands service exemptions

The Ministry of Justice (MoJ) has announced significant reductions in service fees and expanded exemptions for the first time, under Ministerial Decision No. (5) of 2026 issued by the Minister of Justice and Minister of State for Cabinet Affairs, H E Ibrahim bin Ali Al Mohannadi.

The decision revises real estate registration and notarisation fees, cutting charges for farm and marine land transfers from 1 per cent to 0.25 per cent of assessed value, while exempting transactions in favour of government entities, charitable endowments and state-allocated properties.

Inheritance-related documents issued by the Family Court and court rulings that invalidate registered documents are also exempt. Fees for off-plan unit registration have been set at QR100, while replacement title deeds, registration maps and title deed issuance have been reduced to QR100. Mortgage and lien registration fees now stand at 0.025 per cent of the secured debt.

A flat fee of QR500 applies to property transfers linked to company restructuring and inheritance settlements, while ownership statements and certificates now cost QR50. Mobile service fees have been reduced to QR200 for those aged 60 and above, with full exemptions for persons with disabilities and social security beneficiaries.

Notarisation services in favour of government bodies, charitable donations, wills and first-time company incorporation documents are exempt, while the fee for notarising a special power of attorney related to real estate has been reduced to QR100.
