Qatar will roll out the MSAR electronic system to issue insurance for vehicles with non-Qatari license plates from February 1, 2026. Accessible through a mobile app and online portal, the platform enables visitors to complete insurance procedures digitally before or upon arrival.
Under the new system, insurance services at the border will be suspended for short-term policies of one week to less than one month, while long-term coverage of one month or more will continue to be available. The initiative, launched by the Qatar Unified Insurance Office in coordination with the Abu Samra Border Crossing authorities, supports Qatar’s broader digital transformation efforts and aims to streamline entry procedures.
MSAR provides electronic insurance issuance, online payments, instant notifications, and 24/7 technical support. Chairman of the Qatar Unified Insurance Office, Ali Ibrahim Al Abdalghani, said the system uses advanced technology and high security standards to protect user data and ensure fast transactions, noting that payments can be refunded if entry into Qatar is cancelled.
The system also offers insured users a dedicated border lane and supports both short- and long-term, multi-entry insurance policies, helping ease the flow of non-Qatari vehicles through the Abu Samra crossing.
