Qatar has updated the list of areas where non-Qataris can own or usufruct real estate under Cabinet Resolution No. 21 of 2026. The amendment transfers all property ownership, usufruct registration, and related transaction procedures to the Ministry of Justice’s Real Estate Registration Department and updates the designated ownership areas and corresponding cadastral maps.
Under the updated regulations, non-Qataris are permitted to own real estate in the following 10 designated areas:
West Bay (Legtaifiya Area – Zone 66)
The Pearl Island (Zone 66)
Al Khor Resort (Zone 74)
Dafna – Administrative Area (Zone 60)
Dafna – Administrative Area (Zone 61)
Onaiza – Administrative Area (Zone 63)
Lusail (Zone 69)
Al Kharayej (Zone 69)
Jabal Thuaileb (Zone 69)
Simaisma Resort and Beach Project (Zone 70)
The resolution came into effect the day after its publication in the Official Gazette, with all relevant authorities required to implement its provisions.
